Catalyst Surplus sells a consistently changing range of both new and used surplus equipment. We take pride in the quality of our gear, and use a grading system to accurately describe our inventory. NEW: Items may be new in box, new without box/ tags, or appear new and unused GRADING: Used/ refurbished items will be graded A+ through C, and any wear present will be described in the listings description. DISCLAIMER: Images shown in listings are examples of the product make/ model, and may not be the exact item in our inventory that you will receive. You will receive the exact same advertised model, but condition varies based on your selections. To see the exact item you will receive, please contact us below with the item name and condition you intend to buy, and we will send over images of the item that will be shipped to you. There may be a delay for this service depending on our current order volume. The item also may be sold after images are sent out, although we will try to notify you if the exact inventory you are shown is sold before your order is placed. Some items we sell have armor that has exceeded its factory warranty period, although this is known to generally have no impact on performance, particularly for gear that hasn't been heavily abused, and we don't list items we deem to have any functional damage. We stand fully by the quality of the gear we sell, but as we are not the original manufacturers, we cannot provide any warranty or guarantees regarding performance. REFUNDS/ RETURNS: Due to the life-saving nature of our PPE and armor products, the bulk of our inventory, we are unable to accept returns or exchanges. If you have any issues with your order, please contact us. CANCELLED ORDERS: You may contact us to cancel your order prior to shipment. Cancelled orders can be refunded, but if it has already been shipped we are unable to cancel. If an unshipped order must be cancelled due to a customer request or legal restrictions, the full amount minus the 3% card processing fee will be refunded. For orders through paypal, this fee is 3.5%. ITAR/ SELLING RESTRICTIONS: The majority of the items we sell are ITAR restricted, and therefore we cannot personally ship most of them outside of the United States. We also cannot ship armor to banned states such as CT and NY. By placing an order you agree to abide by your local laws and import/ export regulations. ITAR exceptions are possible for certain items for countries such as Canada, Australia and the U.K. Customs fees are likely to apply for most international orders, which you may be billed for by your government's customs agency. Level 4 plates cannot be shipped internationally, and items that can be shipped may incur additional exporter fees, which will be invoiced to you. Orders will be cancelled and refunded, minus processing fees, if you choose not to pay any additional export fees. Ordered items must abide by your local laws and regulations. Please contact us prior to attempting any international orders. YOU MUST BE AT LEAST 18 YEARS OF AGE TO PURCHASE ARMOR FROM OUR SITE. Placing an order that includes any sort of armor means you are verifying you are at least 18 years of age. FELONS CANNOT POSESS OR PURCHASE ARMOR. We are not liable in instances where those who legally cannot own armor decide to purchase it anyway. WE RESERVE THE RIGHT TO REFUSE SERVICE TO ANYONE. We will occasionally check orders for legitimacy. If we see "red flags" of an illegitimate or otherwise suspicious order, we may cancel orders to our discretion. We do not do this out of legal requirement, but out of a moral concern that orders are legal and safe. Cancelled orders are refunded in full.

SHIPPING POLICIES We strive to ship out orders as quickly as possible, general time frame for having items shipped out is 1-4 days. For orders that require customization or accessories form our distributors, this time range may increase substantially. CONUS delivery is usually within a week. We DO NOT ship armor to any banned states (NY, CT) or anywhere that may violate ITAR exports or local laws. This means we generally CANNOT SHIP ARMOR AND RESTRICTED ITEMS TO FOREIGN COUNTRIES. This also applies to other ITAR restricted products, such as Avon gas masks, Peltor Comtacs and ballistic helmets. For items under EAR restrictions, please contact us below for possible exceptions. It is your responsibility to order with regard to ITAR, import/ export rules, and your local laws. We cannot be held liable for fulfilling orders for products that go against your government's restrictions. For orders that are denied or returned at customs, the order cost will be refunded when/ if the item is returned to sender. Shipping costs will not be refunded, and ordered item's cost won't be refunded if the ordered items are seized or otherwise not returned. This includes cases where customer's use forwarding addresses to bypass our policies/ legal restrictions. Orders that are undeliverable due to an incorrect address will have the order cost refunded if/ when the package is returned to sender, but the shipping cost and processing fee will not be refunded. Please make sure the address you provide is correct, once an item is sent out an address change is generally not possible, and if it is, there is usually a fee for re-routing the package that you must pay to receive your item. If an incorrect address is provided we cannot provide refunds for orders that are delivered to the incorrect address, or for orders where the re-route fee is not paid by the customer (when applicable). For those who try to bypass these restrictions by any means, such as using forwarding services or forwarding through a contact in the US, we cannot be held liable for any resulting action, however unlikely. While we believe fundamentally in the right to own premium western gear for the entire western world, our government does not, and we do not break the law. While it is seemingly unlikely for foreigners to be prosecuted for violating ITAR through forwarding services, we cannot condone this behavior, and we cannot be held liable for losses or action taken in the case our customers partake. We don't recommend breaking the law.

Limitation Of Liability In no event shall Catalyst Surplus, nor its directors, employees, partners, agents, suppliers, or affiliates, be liable for any indirect, incidental, special, consequential or punitive damages, including without limitation, loss of profits, data, use, goodwill, or other intangible losses, resulting from your access to or use of or inability to access or use our service; any conduct or content of any third party on the service; any content obtained from our service; and unauthorized access, use or alteration of your transmissions or content, whether based on warranty, contract, tort (including negligence) or any other legal theory, whether or not we have been informed of the possibility of such damage, and even if a remedy set forth herein is found to have failed of its essential purpose. When you purchase ballistic armor you assume all of the risks inherent to the use or misuse of bullet-resistant armor, and the conditions in which such a use may become necessary, and you agree not to hold us liable in any way. In addition, you are responsible for ensuring that ballistic panels are facing the proper direction in accordance with the markings on the ballistic panels, if relevant. We cannot be held liable for any misuse or malfunction of our products, however unlikely they may be. Disclaimer Your use of our service is at your sole risk. These Terms constitute the entire agreement between us regarding our Service, and supersede and replace any prior agreements we might have had between us regarding the Service. EAR/ITAR Level III and IV armor (Rifle Plates) falls under the jurisdiction of the International Traffic in Arms Regulations (ITAR), and is subject to the export control laws of the U.S. Government. Export or retransfer of Level III or IV armor by any means to any foreign end user, or for any other end use, whether in the U.S. or abroad, without the written approval of the U.S. Department of State, is prohibited. Level IIIA, Level II, and Level IIA Vests may be exempt from licensing for many countries, but require a license to some countries from the Bureau of Industry & Security (BIS). Ballistic helmets specifically in volume generally require an export license from the BIS. Residents of Connecticut: Are prohibited from buying Body Armor unless the sale is face to face (or unless the buyer is a police officer, Police Department, or Military). We cannot sell to residents of Connecticut who are not police or military. USE OF OUR SERVICES REQUIRES THAT YOU HAVE READ AND ACCEPTED ALL OF OUR POLICIES TERMS IN FULL.

We stand by our goal of providing the best prices available for the gear we sell, and have the price match guarantee to assert this. If any other online retailers are selling the same equipment for less, we will match their price. Although we have confidence this is unlikely to occur, please contact us in the case you find the same gear cheaper so we can adjust our pricing. We built our inventory over the course of years, and finally launched Catalyst Surplus in late 2024 with the goal to congregate a wide variety of quality American surplus on a single storefront, and at at a relatively low cost. Generally, high end American/ European made equipment is restricted to be sold retail only to law enforcement and military entities, and if available, is usually prohibitively expensive for civilians and hard to find secondhand. This gear isn't legally restricted from civilian ownership, but can be difficult to acquire without government affiliation, or without dedicating huge amounts of time scouring the markets. We like to think of our site as a pretty elegant solution. By distributing surplus gear we purchase in bulk, we are able to supply you with premium kit for less than you'd usually pay- and without the hassle of searching for weeks on end. We believe in the private citizen's right to own gear equally as good as that of the government entities that are supposed to serve us, and luckily for all but CT and NY residents, you are allowed to have it. Although some of our original second amendment (or adjacent) rights have been breached, some would say heavily so, we try to do our part to make sure that our people can effectively uphold and practice the rights we were given. It might sound a bit theatric, but we do feel that it is important for civilians to have access to the same quality gear that our military and law enforcement do, and with some states already breaching this right, it might be as important as ever to get your kit together. Without the drama- we supply you with good stuff that is usually pretty hard to find, and we try to beat the going rates while doing so.
